GOAL Haiti :
GOAL intervenes in Haiti mainly in vulnerable neighbourhoods in the metropolitan area of Port-au-Prince and Jérémie. Since its arrival in Haiti in 2010, GOAL has been helping the most vulnerable people affected by disasters. Today, GOAL is in a phase of strategic transition between emergency, rehabilitation and development. GOAL's new Community Development Programme is based on 4 central pillars: ▪ Urban ▪ Planning Building Back Better (through training and campaigning) ▪ Resilience ▪ Community Disaster Risk Reduction and Economic Development In all its programmes, GOAL takes an approach based on community engagement and participation.
SUMMARY OF POSITION
Reporting to the Program Director, The Protection & Safeguarding Officer oversees the implementation of GOAL's safeguarding policies and guidelines, including the Child and Adult Safeguard Policy, the Child Protection Policy (CP), the Protection from Sexual Exploitation and Abuse (PSEA) Policy, the Code of Conduct (CoC). and the whistleblowing policy, with the aim of creating a working environment free from the sexual exploitation of children or adults perpetrated by GOAL or its members. He/she will lead the process of collecting data on risks and protection gaps using a wide variety of social research tools and techniques; Analyze, interpret and communicate complex data collected from various sources in a way that is meaningful and understandable to internal and external stakeholders to contribute to strategic decisions, program/response design and outreach to managers and service providers. This role involves collaborating across departments and providing advisory support to implementing partners, ensuring that our projects are safe, inclusive, and impactful for all participants.
The Protection & Safeguarding Officer is also the national focal point who advocates for the components of mainstreaming protection in all projects, represents GOAL in national networks related to protection monitoring, child protection and PSEA in GOAL's interaction with prevention and response system stakeholders at the national level.
Protection of children and adults:
The Protection & Safeguarding Officer will support in the development of a safeguarding culture in GOAL's programs and projects. Responsibilities align with the 7 minimum standards of safeguarding at GOAL.

Main duties :
- Develop gender mainstreaming, including gender analysis, safeguard and protection work plans to be included in all new projects, linked to GOAL safeguard priorities.
- Collect, verify and analyze protection monitoring information to identify rights violations and protection threats and risks faced by communities and staff and provide recommendations.
- Conduct periodic protection monitoring using standard checklists and tools, and prepare and submit periodic reports to supervisor.
- In line with GOAL policies, support the complaints referral and feedback mechanism (accountability to affected populations).
- Demonstrate ethics and professionalism, including respecting confidentiality and the views of participants, GOAL safeguarding policies (child protection, PSEA, code of conduct and other policies).
- Participate and represent GOAL in assigned safeguarding and protection forums or coordination platforms with similar institutions, highlighting GOAL's work with other stakeholders and identifying potential networking opportunities for GOAL.
- Report safeguarding progress and concerns to the SMT on a bi-monthly or quarterly basis.
- Identify and select a framework of focal points for protection in the field.
- Strengthening the capacity of focal points in the field.
- Develop a functional system to receive reports from the field on a monthly basis, on activities carried out, problems identified/avoided and/or resolved.
- Coordinate on a monthly or bi-monthly basis a meeting with SG focal points in the field to assess the level of compliance with safeguarding policies and strengthen their capacities in various aspects of safeguarding.
- Work closely with the Human Resources Manager to include best practices in recruitment protection, people management, and HR strategy.
- Adapt information, education and communication (IEC) tools, resources, incentives, training and materials to your country's context to combat sexual exploitation and abuse.
- Work closely with the Human Resources Manager to provide protection induction to all new employees within 30 days of being hired.
- Work closely with the Human Resources Manager to provide training to staff on safeguarding policies and procedures during the first 3 months of their employment.
- Ensure that the training management system is updated monthly with induction and training staff.
- Work with the Human Resources Manager to review and strengthen safeguarding systems, including local reporting procedures with the support of the Global Safeguard Advisor and the Country Director.
- Improve the effectiveness of prevention, detection, mitigation and response to SEA in the program.
- Work with the Program Director to ensure that programs integrate safeguarding into all activities.
- Ensure that safeguarding is integrated into new proposals and that sufficient time and budget are allocated to strengthen safeguarding in the implementation of the programme.
- In coordination with the program team, ensure that a project-level risk assessment is conducted for all new projects.
- Participate in the country office's quarterly risk registers by ensuring that safeguarding risks are identified at an early stage and that mitigation measures are put in place.
- Work closely with the MEAL team to ensure community engagement and raise awareness among project beneficiaries of the behaviours expected of GOAL staff.
Monitoring of safeguarding standards at the national level :
- Ensure that all projects have an updated risk assessment.
Supervision of partners and suppliers :
- Lead each partner's safeguarding due diligence assessment in accordance with the On-Granting Partnership Protocols.
- Support implementing partners in their safeguarding policies.
- Provide an introduction to all partners and service providers on backup.
Safe environment to raise and discuss concerns :
- Foster a non-threatening, safe work environment that actively considers protection in its processes.
- Create safe spaces where people can ask questions, be listened to, and get answers about normal/abnormal behaviors.
- Provide basic training on active listening and psychological first aid to staff.
- Work with the Global Safeguarding Advisor to research and develop innovative context-specific approaches to address sexual exploitation and abuse and to overcome barriers to reporting.
- Communicate to staff about safeguarding experiences and lessons learned.
- Work with accountability focal points to ensure that the MTC is accessible to vulnerable children and adults.
- Raise awareness to ensure that vulnerable populations, including women and children, are aware of our safeguarding policies and code of conduct and have access to GOAL's reporting mechanisms.
- Ensure that appropriate records are kept for cases of SEA, suitable for admission to legal proceedings, ensuring data protection and confidentiality.
Addressing concerns
- Ensure that the service mapping and orientation pathway are updated annually, in liaison with NGOs and statutory, local and international service agencies.
- Ensure that staff are trained in the use of the GOAL Guide to support a survivor of SEA.
- Provide appropriate support and counseling to those who are victims or survivors of abuse.
- Make appropriate referral to organizations mandated to provide emergency and ongoing support to cases of abuse, in consultation with the Global Safeguarding Advisor, as appropriate, without disclosing confidential information (such as the name of the alleged perpetrator).
- Support individuals, where appropriate, when a reference to local authorities is needed.
- Organise support for all persons likely to be affected by an investigation (employees, partners, etc.)
- Work in partnership with external authorities or agencies to seek out the information to which they are entitled.
- Foster linkages with national and local structures (Ministry of Social Welfare) to strengthen case management and referrals.
- Become an active member of the PSEA, Protection or GBV cluster in your country.
Protection monitoring :
- In coordination and collaboration with the Program MEAL Manager, develop data collection tools for protection monitoring activities.
- Regularly collect data from different programme sites on protection risks and gaps with the support of the LINK and MEAL protection teams using a wide variety of social research methods, techniques and tools, namely surveys, interviews (structured and unstructured) with beneficiaries, including conducting secondary data research, key informant interviews, analysis of existing program data and incident audits, etc.
- Disaggregate data by location, age, gender, socio-economic background, national and cultural identity, etc.
- Analyze, interpret and communicate complex data (qualitative and quantitative) collected from various sources in a way that is meaningful and understandable to internal and external stakeholders to contribute to strategic decisions, program/response design, awareness of managers and service providers.
- Conduct trend analysis of risks and protection gaps for different groups and sites.
- Lead the drafting of comprehensive protection monitoring reports, covering all programme sites.
- Produce short ad hoc reports on risks and protection gaps using available data obtained through IPA activities, KIIS, FGDs, investigative media, and trend analysis, as requested, to inform program activities.
- Assistance in the production of short presentations of information and reports as requested by the line manager.
- Support MEAL teams to facilitate targeted evidence-based advocacy, awareness-raising, and outreach, as well as increased quality and breadth of information.
- Implement and oversee the successful use of online data reporting systems in collaboration with the the MEAL Manager.
- Ensure the impartiality and confidentiality of beneficiaries at all times.
REQUIREMENTS
Essential :
- Haitian citizenship.
- At least 3 years of experience in child protection/childcare, gender programming, protection practice with NGOs/NGOs and/or civil society or a humanitarian context.
- University degree in social work, sociology, human rights, psychology, business administration, relevant social sciences or relevant experience in civil society and/or the humanitarian sector.
- Fluency in English (spoken and written) is mandatory.
- Excellent verbal communication and report writing skills in English and French.
- Demonstrated interest in the prevention of sexual exploitation and abuse.
- Demonstrable experience in the development of training content and the delivery of adult education.
- Demonstrable understanding of power relations.
- Experience in drafting technical analysis in the form of policy-relevant results and reports.
- Proven experience in at least one statistical software such as SPSS, Stata, Python or any other relevant analytical software.
- Proficiency in the use of Microsoft Office software such as Excel for data analysis and presentation, and PowerPoint to communicate results in a clear and convincing manner.
- Ability to identify key protection risks and gaps in the given context, particularly with respect to LINK target groups to inform evidence-based programming and required changes in holistic response, including case management.
- Knowledge of established inter-agency standards and guidelines in the field of international protection and case management protocols.
- Skilled in identifying and mitigating risks.
- Ability to work collaboratively with a wide range of stakeholders.
- Commitment to GOAL's values; demonstrate integrity, diplomacy, professionalism, reliability and resilience.
- Ability to quickly build personal relationships, trust, ease of communication, and active listening.
- Empathy for the difficulties survivors face when reporting and for the pressures an investigation places on stakeholders at large, including the accused and management.

- Strong commitment to confidentiality, experience with confidential case management systems
Desired :
- Understanding and previous experience in contributing to proposal development/program design.
- Experience in a leading role in advocacy or policy work, either in the field of child protection/safeguarding or in the field of human resources, to achieve policy change.
- Experience in child protection or GBV case management, social service provision, and protection monitoring.
