About Plan International Haiti
Haiti is currently facing a convergence of crises—violence, food insecurity, and cholera. In response, the UN is activating a system-wide scale-up, and Plan International Haiti is committed to supporting this effort through strengthened programming and donor engagement. We are building a robust portfolio of grants to meet the urgent needs of children, especially girls, and to support long-term development and resilience.
Role Purpose
The Senior Programme Manager will provide strategic and operational leadership across Plan International Haiti’s development and humanitarian programmes. As a key member of the Country Management Team, this role ensures that all interventions—from rapid emergency response to long-term development—are delivered with quality, accountability, and impact.
This position plays a critical role in external representation, programme quality assurance, resource mobilisation, and team leadership. It also leads business development efforts, working closely with country and regional teams to identify funding opportunities, design competitive proposals, and strengthen donor relationships.
Key Responsibilities
- Lead multisectoral programmes across development and humanitarian contexts.
- Drive emergency preparedness and response strategies.
- Strengthen partnerships and champion localisation.
- Lead donor engagement, proposal development, and reporting.
- Represent Plan International in national coordination forums.
- Ensure operational efficiency and compliance.
- Manage and mentor a diverse programme team
Essential Requirements
- Progressive experience managing both long-term development and large-scale humanitarian programmes in complex or fragile contexts.
- Strong understanding of humanitarian principles and standards, including International Humanitarian Law, Sphere Standards, and the Red Cross Code of Conduct.
- Proven success in securing institutional funding and managing donor compliance and financial requirements.
- Experience in external representation and humanitarian coordination, including cluster engagement and strategic partnerships.
- Solid knowledge of gender equality, child rights, and localisation principles, with practical experience promoting girls’ rights in line with international conventions and the SDGs.
- Experience in sustainable community development and participatory approaches.
- Proven leadership in international development settings, including managing effective and motivated teams.
- Excellent communication, diplomatic, and interpersonal skills in both French and English (Haitian Creole and/or Spanish an asset).
- Strong contextual understanding of Haiti or similar environments.
- Ability to manage stress and foster staff well-being in insecure environments.
Location: Haiti. This is a global search and support with relocation is available for those not currently based in these countries.
