Job Summary
The EMPOWER (Empowering Partner Organizations Working in Emergency Response) program is an initiative that started in 2018 and is currently in its 4th phase. Under CRS’ Humanitarian Response Department (HRD), EMPOWER has recently transitioned to a Global Structure, focusing on partner capacity strengthening in emergency response in Latin America and The Caribbean, and Central & West Africa, with a structure able to expand into other regions as applicable. The objectives of the program include 1) strengthening local humanitarian actors’ participation in networks/coordination platforms 2) strengthening local humanitarian actors’ institutional and project capacity to respond quickly and effectively to emergencies 3) and seeking and garnering humanitarian funding for local humanitarian actor led emergency responses.
The HRD provides leadership and support for CRS emergency programming. The HRD strengthens CRS’ impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. The HRD has technical staff that supports emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide.
CRS EMPOWER is looking for a Program Manager I – Program Quality Management for the Caribbean (PM PQM) based in Haiti with the possibility to travel internationally. The PM PQM will provide program and technical support to local partners primarily in the Caribbean, with a focus on EMPOWER’s partner in Haiti. He/She will focus on strengthening partner emergency
preparedness, response, and recovery capacities. The Program Manager will accompany partners, primarily the partner in Haiti, to ensure humanitarian activities are aligned with CRS program quality principles, Caritas Internationalis standards, donor requirements, and international best practices. This position will contribute to building resilient local organizations capable of delivering high-quality, partner-led responses to climate emergencies, migration flows, and other crises affecting the region.
Roles and Key Responsibilities:
Program Quality & Management
- Manage and implement all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
- Support Caritas Haiti in the management and implementation of their existing projects, particularly the Caritas Internationalis-funded Emergency Appeal phase II, as well as potential new funding opportunities.
- Support Caribbean partners, particularly in Haiti, to access and manage donor funding, ensuring compliance with donor regulations and humanitarian standards.
- As required, work closely with Caribbean partners to implement high quality emergency responses to protracted crises and rapid onsets and seek opportunities to strengthen their program and operational capacity.
- Support partners in submitting timely narrative and financial reporting for emergency proposals.
- Adapt and translate, as necessary, existing technical guidelines and other materials for Haiti and Caribbean partners.
- Support Caritas Haiti and Caribbean partners in the development of capacity strengthening plans, timelines, and action planning.
- Ensure quality mainstreaming of accountability, gender equity, and protection principles across all project cycles of partner projects, particularly in Haiti.
- As needed, support the preparation of internal CRS Situational Reports, particularly of Haiti.
- Ensure smooth, continuous coordination between CRS EMPOWER and CRS Haiti Program Office, particularly as it relates to providing support to the partner in Haiti.
- As required, provide program quality and management support to other EMPOWER partners globally, especially during emergencies.
- Coordinate and monitor financial and material resources relevant to project needs, through planning and oversight ensure efficient use of project resources.
Technical Support
- Collaborate with CRS technical experts, CRS Haiti Program Office, and external stakeholders to support Haiti and Caribbean partners in implementing cash and voucher-based interventions, WASH, shelter, disaster risk reduction, and other humanitarian priority areas.
- Develop and maintain strong collaboration with CRS technical experts in HRD, EMPOWER, and CRS Haiti Program Office, and, in agreement with partners, develop Scopes of Works (SOWs) for in country or virtual support for Haiti and Caribbean partners as needed.
- Provide technical support to Haiti and Caribbean partners in emergency preparedness, response, and recovery, including proposal development, lead proposal writing, project start up, implementation or close out, proposal development coordination, (co)facilitation of design workshops, and reporting.
- Directly (co)facilitate or coordinate CRS colleagues for the facilitation of capacity strengthening efforts, including trainings, mentoring, and coaching for local partner staff, both in-person and virtual.
- Promote the capacity of Haiti and Caribbean partners to adhere to CRS and Caritas Internationalis (CI) guiding principles and international standards through the use of CRS Program Quality tools and manuals, including Compass, Protection Mainstreaming Guidelines, and Monitoring, Evaluation, Accountability, and Learning (MEAL) in Emergencies, Partner Safeguarding Policy & Procedures (PSPP), as well as Sphere Standards and other international frameworks.
- Support HRD and EMPOWER technical advisors and partners to develop high quality proposals for direct submission to donors.
- Contribute to Haiti and Caribbean partners’ efforts to pre-position for growth opportunities in Emergency Preparedness, Response and Recovery. Lead or contribute to the development of technical design for large and/or complex proposals.
- As required, provide technical support to other EMPOWER partners globally, especially during emergencies.
Knowledge Management & Learning
- Promote knowledge management and learning by documenting best practices, lessons learned, and innovations from the region, as well as serving as an entry point for Haiti and Caribbean partners to request tools, resources or materials within CRS or available through other EMPOWER partners.
- Contribute to EMPOWER knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
- Foster exchange opportunities between EMPOWER partners and/or with CRS.
Partnership & Representation
- Ensure a quality partnership between CRS and EMPOWER Caribbean partners in line with CRS and Caritas Internationalis (CI) partnership principles and Modus Operandi; ensuring coordinated, consistent partner strengthening efforts and supporting timely resolution of partnership challenges via dialogue and support from others, as appropriate.
- Ensure strong relationships with CRS’ Country Office in Haiti and ensuring triaged coordination between CRS’ Country Office, CRS EMPOWER and the partner.
- As requested, represent CRS EMPOWER and/or partners in coordination platforms, networks, and donor engagement.
- Establish and maintain strong relationships with relevant coordination platforms in Haiti to support EMPOWER partners in gaining greater visibility and direct integration into coordination mechanisms.
Basic Qualifications :
- Bachelor’s degree in international development, Humanitarian Response, or related field is required.
- Minimum of 2-3 years of relevant field-based experience in coordinating or managing light to moderately complex projects is required, preferably with an international NGO.
Preferred Qualifications :
- Master’s Degree
- project management experience in emergency response and preparedness, and multi-sectoral programming is highly desirable.
- MEAL skills and experience preferred.
- Experience in capacity strengthening local organizations, preferably faith-based actors.
- Experience in working on emergencies in Haiti is a requirement. Experience in the Caribbean context more broadly, particularly in climate emergencies, migration, and disaster response, is a plus.
- Strong partnerships and localization approach. Knowledge of church networks and Caritas Internationalis is an advantage.
- Experience working involatile security environments Level.
Knowledge, Skills and Abilities
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
- Strong relationship management skills and the ability to work effectively with culturally diverse groups.
- Strong written and verbal communication skills with ability to write reports.
- Proactive, results-oriented, and service-oriented.
Required Languages – Proficiency in English, French, and Haitian Kreyol is required. Knowledge of Spanish is a plus.
Location - Based in Haiti (preference will be given to Haitian Nationals based in Haiti with the possibility to travel internationally, this can include holding a visa allowing for international travel).
Travel - Must be willing and able to travel up to 50% locally and internationally, as required/applicable

External: Local partners, Caritas Member Organizations, Coordination forums, and other humanitarian actors in target countries (INGOs, NGOs, UN Agencies, Donors).
